WASHINGTON - Capping a full retreat by House GOP leaders, Congress will convene today in hopes of approving a stopgap measure renewing payroll tax cuts for every worker and unemployment benefits for millions - despite serious opposition among some tea party Republicans.Today's unusual session, if all goes according to plan, will send a bill to President Barack Obama to become law for two months and put off until January a fight over how to pay for the 2 percentage point tax cut, extend jobless benefits averaging around $300 a week and prevent doctors from absorbing a big cut in Medicare payments.

<![CDATA[
There's light at the end of the tunnel for Cornwall's border woes. An agreement is in place to move Cornwall's makeshift border crossing to Hogansburg, New York. Massena-area Rep. Bill Owens says this is a great solution for the trading relationship between Cornwall and Massena and it also addresses the issue with the Mohawk community. The CBSA office on Cornwall Island has been closed since the summer of 2009 after Akwesasne Mohawks protested the Canadian plan to arm border agents. Since then, the checkpoint has been at the foot of the North Channel Bridge on Brookdale Avenue in Cornwall. Owens says, surprisingly, there has been little reaction to the perimeter agreement from Akwesasne. He says negotiations are underway and are expected to be done by December of next year.
