      <description>&lt;p&gt;Republicans and Conservatives united this time around, but still couldn&amp;rsquo;t defeat U.S. Rep. Bill Owens, D-Plattsburgh, in a heavily Republican district on Tuesday.&lt;/p&gt;
&lt;p&gt;Owens had 108,464 votes, or 50.1 percent, while Republican challenger Matt Doheny had 104,403 votes, with 574 of 616 precincts reporting on Tuesday night, according to The Watertown Daily Times.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;I am grateful to everyone who has worked so hard to bring tonight&amp;rsquo;s victory home. Now it&amp;rsquo;s time to get back to work helping to create jobs, passing a bipartisan Farm Bill and strengthening the middle class,&amp;rdquo; Owens said in a statement.&lt;/p&gt;</description>

Before going to Washington, Owens served his community by working with local economic developers to create jobs, served with various community organizations and even coached Little League. Medicare covers more than 40 million seniors, and nearly 9 million people with disabilities nationwide.&lt;/p&gt;
&lt;p&gt;Paul Ryan is head of the House Budget Committee, and wrote a plan to dramatically restructure the program. President Obama's health care law also makes big changes to it.&lt;/p&gt;
&lt;p&gt;In the 21st District Congressional race, political ads on both sides have focused on the issue. But parsing the truth from campaign rhetoric can take a fine-toothed comb--especially because Republican candidate Matt Doheny still refuses to talk about Medicare.&lt;/p&gt;</description>
