Republicans and Conservatives united this time around, but still couldn’t defeat U.S. Rep. Bill Owens, D-Plattsburgh, in a heavily Republican district on Tuesday.

Owens had 108,464 votes, or 50.1 percent, while Republican challenger Matt Doheny had 104,403 votes, with 574 of 616 precincts reporting on Tuesday night, according to The Watertown Daily Times.

“I am grateful to everyone who has worked so hard to bring tonight’s victory home. Now it’s time to get back to work helping to create jobs, passing a bipartisan Farm Bill and strengthening the middle class,” Owens said in a statement.

By the narrowest of margins, it appears that Democrat Bill Owens will be returning to Congress.

With 93 percent of the vote in Tuesday night, Owens had a lead of 108,464 to 104,403 over Republican challenger Matt Doheny.

Doheny called Owens to concede the race shortly after midnight.

U.S. Rep. William L. Owens has won a third term in Congress, defeating Republican Matthew A. Doheny, 50 to 48 percent, according to unofficial results Tuesday night.

At a campaign rally in Plattsburgh after all precincts had reported, Mr. Owens, a Plattsburgh Democrat, told raucous partygoers he would continue to fight for his constituents.

“It’s an honor to represent each of you in Congress,” Mr. Owens said.

I am writing to show my support for Congressman Bill Owens. Bill has been working hard in Congress to help create jobs in New York. More importantly, he’s been doing this for many years in the region. I appreciate his “Main Street” experience, and the fact that because he is not a career politician, he can bring some real-world experience to Washington.

Democrat Bill Owens and Republican Matthew Doheny are running against each other for Congress for the second time, but this time without a third candidate on the Conservative line to split the Republican vote. And this time, 40 percent of the district is new — although Republicans far outnumber Democrats in the 21st District, which consists of parts of Saratoga and Herkimer counties and all of Clinton, Essex, Franklin, Fulton, Hamilton, Jefferson, Lewis, St. Lawrence, Warren and Washington counties. It is a sprawling, rural constituency that includes the Adirondacks.

Bill Owens has my vote on Nov. 6. As a longtime resident of New York, I'm looking for someone who can represent our values as well as our interests in Washington. Mr. Owens is a man of character who has made creating jobs and serving constituents the cornerstone of his (very short) political career. Before going to Washington, Owens served his community by working with local economic developers to create jobs, served with various community organizations and even coached Little League. Before that, he enlisted in the Air Force.

Bill had been working with my husband, who suddenly passed away during the process, so the property managers on the base gave me a little time to become familiar with the contract that both Bill and Guy and been working on.

Owens will be on the Democratic and Working Families party lines in the Nov. 6 election. He faces two challengers: Watertown businessman Matt Doheny, who will be on the Republican, Conservative and Independence party lines, and Don Hassig, who will be on the Green Party line even though the state party renounced him last week for his statements that "Mexican" farmworkers who can't speak English shouldn't be allowed to work at New York dairy farms.

Rep. Bill Owens, D-Plattsburgh, and Republican Matt Doheny will face off in a debate at Jefferson Community College, Watertown, on Oct. 25, the campaigns said.

The debate will be hosted by Liz Benjamin and Bill Carey, and will be carried live on YNN.

Watertown will serve as the capstone debate before the Nov. 6 election. Two others are taking place, one in Plattsburgh and the other in Glens Falls.

Medicare has become a central issue in Senate and Congressional races this year, especially since Republican Mitt Romney chose Paul Ryan as his vice presidential running mate. Medicare covers more than 40 million seniors, and nearly 9 million people with disabilities nationwide.

Paul Ryan is head of the House Budget Committee, and wrote a plan to dramatically restructure the program. President Obama's health care law also makes big changes to it.

In the 21st District Congressional race, political ads on both sides have focused on the issue. But parsing the truth from campaign rhetoric can take a fine-toothed comb--especially because Republican candidate Matt Doheny still refuses to talk about Medicare.
